Décret D/2026/0159/PRG/SGG requires a security audit every three years from anyone running electronic transactions in Guinea, including providers established abroad. Existing operators have eighteen months. Here is the scope, the cadence, the money, and what ARPT has not published yet.
A decree implementing article 1003 of the Code civil was read on national television on 19 August 2026. It has no published number and no official text. Here is what press accounts say it contains, what that would mean, and why none of it is quotable yet.

The certificate page and the full audit log are inside the finished PDF, not on a page on our site. Forward the file to a lawyer, a bank or a regulator and the evidence goes with it. Change one byte afterwards and the seal breaks.
Two checks that run on their own or as a step on an envelope: an ID document read against a live face, and an official register lookup.
The document becomes a template once, and bulk send turns that plus a spreadsheet into fifty envelopes. Reminders go out on the schedule you set, and documents expire instead of sitting open forever.
We are building the checks behind an identity answer ourselves, so when one has to change it is our decision, not a request to a vendor abroad.
