Décret D/2026/0159/PRG/SGG requires a security audit every three years from anyone running electronic transactions in Guinea, including providers established abroad. Existing operators have eighteen months. Here is the scope, the cadence, the money, and what ARPT has not published yet.
A decree implementing article 1003 of the Code civil was read on national television on 19 August 2026. It has no published number and no official text. Here is what press accounts say it contains, what that would mean, and why none of it is quotable yet.
Two articles of the Code civil carry the whole rule, and one of them ends with six words most summaries drop. What articles 1002 and 1003 say, what a rebuttable presumption really shifts, and why it matters that the presumption slept for years.

We are building the checks behind an identity answer ourselves, so when one has to change it is our decision, not a request to a vendor abroad.
